Let’s see… Assuming one floor/story is 10 feet, that’s 357,800 feet, which comes out to about 68 miles. The official definition of space is 62 miles, so Clarke’s title has 6 miles to spare. Thus, it could be 32,736 floors and still make space.

Or, you could assume that space (100km) and the number of floors (35780) are given, and end up with one floor = about 2.8 meters.
